Try setting his schedule to check for mail first (which identifies him for
the server) and after that check for mail. Play around in the Tools:
Schedules menu.

I have noticed that when I have mail to send and mail to get, the request to
send mail "arrives" first and and the request to get mail "arrives" second
to the server. Entourage and Outlook sends these almost at the same time.
Since my server usually is set to require identification of the senders
(which get mail accomplishes) the first request fails since no password is
supplied (the server waits for it or something) and thats why the second
request runs into the funny message "Account is busy". This might be what is
wrong in your case.

Good luck!
