Relays aren't rejected based on the envelope sender alone -- until it gets
the RCPT TO, SIMS can't know whether this is a third-party relay attempt or
a message being sent to a local user.

This is where the message should be rejected. For some reason, though, SIMS
apparently thinks that <[EMAIL PROTECTED]> should be treated as a
local address. For lack of a better explanation, I'm inclined to go with
the theory that it has something to do with the DNS situation with the
recipient's domain name.
