This is because SIMS determines whether a host (either sending host 
or recipient host) is a "stranger" (the wording used in the SIMS 
docs) *SOLELY* by looking at IP numbers. The section I quoted before 
states this explicitly. If you are not a "stranger" then you must be 
a "client" (SIMS words, not mine!) See:

So it doesn't matter one whit if the domain name is 
"obviously.not.yours.com", if that resolves to the IP of your server 
or one of your listed "Client Hosts" (SIMS words), SIMS treats it as 
a "client" and not a "stranger".

Since SIMS is comparing IPs only, it must be doing a DNS lookup at some point.

You control the length of time that failed mail is kept in the queue. 
Again the SIMS docs tell all:

You can set the retention period from "immediately" to "never". I 
personally use the quaintly spelled "in a motnth".  ;->

Note that since many of the message for your ex-client appear to be 
spam, and spam almost always has a faked return path and FROM 
address, that the bounce messages SIMS generates for ex-client 
accounts will be undeliverable and will also end up your queue.
