First, create a zone on your name server for the RBL. Then, for each
blocked IP address, you would need an A record in the zone such that if the
IP address is aa.bb.cc.dd, the A record is:

    dd.cc.bb.aa   A   127.0.0.2

where the response address (127.0.0.2 in this example) is included in your
local blacklist. You would then add name of your RBL zone to SIMS' RBL
servers list. So when SIMS goes to check a remote host's IP, it'll make a
query for dd.cc.bb.aa.your.rbl.zone.name.
