No, reference the table I linked to. Outlook Express (at least in versions 4 and 5) only supports LOGIN and PLAIN, not CRAM-MD5. LOGIN, is simply plain text, Base-64 encoded. You've have to move to something like Eudora, and if it's a 4.0 version, check the settings thusly: http://members.elysium.pl/brush/smtp-auth/clients/eudora/index.html If you require the use of Outlook Express, or Outlook, and requre "secure" logins (Microsoft's version of secure), you need to replace SIMS with something like an Exchange Server that supports microsofts proprietary Secure Password Authentication (SPA), which you'll note that you can turn on in both products.
