I haven't tried it in a long time, but I used to have a problem connecting
from an OSX app on the same box to  OS 9 based SIMS.  That was on 10.0.x or
10.1.x client version of panther.  Are you connecting from an external
client or a local client?  If you run a classic mode client, can you
connect?
