This is not true, eventhough RFC mentions some thing like that, there had
been enough discussion on this subject, and there has been a conclusion that
ACK is part of the INVITE transaction eventhough it is a separate method. You
can observe that the ACK is not used along with any other methods except the
INVITE. As Jonathan keeps mentioning on the list that "Every transaction
should end by itself". Here if you take INVITE , it ends completely after
exchanging the 200 OK and ACK. So ACK MUST be sent for an INVITE.

basically BYE can be sent whenever the caller or callee wishes to
terminate the call. So ya you can send BYE instead of sending an ACK for a
final response like 200 OK.

if after you have got a final response of 200 OK and you want to
terminate the call by sending a BYE instead of sending an ACK. This is
stated in the rfc2543 : "If the caller no longer wants to participate in the
call, it
sends a BYE request instead of an ACK." in section 1.4.4. Also the bis-03
says that u should not send a BYE before getting a final response. It
doesnot say that u must send an ACK first and then terminate the call using
a BYE.
