But UAS can send re-invite. I am not talking about sending responses from
UAS. 
Let me repharse what I asked:
WHAT WILL HAPPEN IF UAS RESPONDS BACK WITH AN INVITE WITH THE SAME CALL_ID
after the UAS receives an Invite from an UAC.

I am not very sure of what your concern is:

First when UAS gets a INVITE it usually responds
back with a provisional/ final response...

It is in case if there was no such response from the
UAS.. then the UAC will keep resending the INVITE
which would actually be called as the re-INVITE, which

would be sent for a max of 7 times (32s, for UDP)..


So the UAS cannot send a re-INVITE..as a response to 
the INVITE.. there could be a case where before the
INVITE reaches the UAS.. the UAS (which in this case
becomes a client) has already originated a INVITE to
the same party which has already issued an INVITE..so
as to say that both INVITE crosses on the wire, still
it would not be termed as a re-INVITE and obviously it
will have a different call-id.. In such a case both
will get a response of ..other party being busy.
