I am not sure how a 3rd party would collect RTCP reports, given that the RTCP reports are sent end to end. To do this means that you actually have access to the end users. While RTCP reports will provide additional granularity, and like you said, provide feedback on the QoS, would it not be adequate to use the PSTN model, and charge for connection time? I dont usually get a lower rate for a line with static :). Vikram
