Well, then now is the best time to fix it.  The last SIPiT was the
first one after rfc2543-bis became rfc3261.  So this would be the
best time to fix it before it became too ingrained.

We could make it an explicit test case in the next SIPiT and point
it out to misbehaving implementations.

The ABNF for this is pretty simple in rfc3261:

   lr-param := "lr"

That's it.  Can't get simpler 'en that!
