To be in conformance with RFC3261,
The UAS MUST start timer J on the receipt of 200 OK for the BYE and transit to the "completed" state. On timer J expiry, the transaction gets into "terminated" state when it can be deleted.
 
The value for J is (64*T1) seconds for unreliable transports and 0 seconds for reliable transport.
 
This is clearly mentioned in RFC3261.
Don't know what the confusion is...

After it get 200 OK for BYE, is it MUST for the pending transactions in the dialog to stay alive until they enter "terminated" state or is it ok for the endpoint that sends BYE to delete all the transactions as soon as it gets 200 OK for BYE?
