Hi Masahi,
Option 2 would be recommended. The User-Agent
header in a SIP message always indicates the UAS that
originated it. I'm not certain though as to how many
UA's actually send User-Agent header in responses since
it's not mandatory for a UA to send this header in the
response.

For instance,if User-Agent header appeared in Initial INVITE,
which response do you recommend when UAS make a response?
Furthermore, which is general behavior UAS will do?
1) UAS sets the User-Agent header transparent;y which appeared in Initial
INVITE.
(It indicates information about UAC.)
2) UAS sets the User-Agent header UAS which indicates UAS itself.
(It indicates information about UAS.)
3) UAS delete the User-Agent header.
