Section 20.41 of RFC3261 stats that the "User-Agent" header contains information about the UAC originating the request.
According to the description, UAS can not insert its own info in the "User-Agent" header.
If the "User-Agent" header is present in a response, it should just copy the header contents from the request.
Generally, "Server" header is used to convey the info about the UAS in the responses. Masashi, this should resolve your problem of conveying UAS information.

For instance,if User-Agent header appeared in Initial INVITE,
which response do you recommend when UAS make a response?
Furthermore, which is general behavior UAS will do?
1) UAS sets the Use! r-Agent header transparent;y which appeared in Initial
INVITE.
(It indicates information about UAC.)
2) UAS sets the User-Agent header UAS which indicates UAS itself.
(It indicates information about UAS.)
3) UAS delete the User-Agent header.
