Fair enough. I hadn't considered distinctive ring-back to the calling party. I was only thinking about the common usage of providing a distinctive ring depending on who is calling you which doesn't make much sense when applied to a 180. I mean, you already know who you're ringing, right? ;-)
I think your take on what your application needs to do when it receives this header is correct and I have mainly seen the URL format myself. I've seen more than one system use this form Alert-Info: <http://127.0.0.1/Bellcore-dr3> to indicate a DR, but I don't think it's a standard. (Google will turn up some examples.)
