Certainly. And what file format describes ringing anyway?!? That's why I've only seen "127.0.0.1" used in the URL.
In this usage the URL is the message. "Bellcore-dr3" refers to Bellcore's Distinctive Ring 3.
Again, not a standard. But personally, I would probably use Alert-Info similarly before I created a new header.

I've seen more than one system use this form

to indicate a DR, but I don't think it's a standard. (Google will turn up some examples.)
