No u cannot assume SIP phones support INFO method for carrying DTMF. U
can use RTP for carrying DTMF.

What`s your assumption for the function of INFO? 
The INFO itself does not have real functional meaning, the content of
the message and the call flow related is the key. Normally, INFO is used
to carry ISUP message for SIP-T.
