Hi Arif, Thanks for confirming that it is not the problem with the TAHI test bed. I too felt the same.
But, am waiting to hear the observations from someone, who had tested the NIST implementation of INVITE retransmissions. I feel that there are no issues with the configuration of the stack properties.
