   No. Only "dialog establishing" requests (INVITE, SUBSCRIBE, REFER, 
   NOTIFY) lead to the creation of a dialog. Other requests outside a 
   dialog won't result in Record-Route or the establishment of a route-set.

I guess that the world I work in is so proxy-centric (and this
agnostic of the request method) that I expect all requests to be
handled exactly the same unless there is an explicit need to handle
them differently.

Indeed, I don't see any real reason we should not move toward assuming
that all requests are handled the same way.
