Ummm, no, if it's a registering-type UAC (ie, a phone/MTA/etc.), SIP REGISTERS 
are typically used to keep the NAT pinhole open.  That's far more prevalent 
than sending OPTIONS, and happens to provide several other benefits as well.  
When phones start doing sip-outbound, then sending STUN in the SIP port for 
UDP, or double-crlf for TCP, should become the new de-facto way eventually.
