Impossible. Consider a country with an open dialing plan. e.g my company
has the number +4315056416. Thus, this could be
+431505641600000 - +431505641699999

So we have to register 100000 DIDs for a single enterprise number.

does not scale

of course I could implement my own solution - but the idea is to have a
solution which works out of the box between equipment from various
vendors - thus based on a standard.
