Thanks Vipul, In this case the UACs are defined in the IP-PBX and registered in the IP-PBX.
When a UAC of the IP-PBX sends REFER message to transfer a call to the SS through the SIP trunk SS sends 403 Forbidden to the REFER message. Of course the SS can act as a B2BUA, but is it possible connect the call legs from the SS and release the IP-PBX from the picture? Many people use such terms, but AFAIK there are not well understood and consistent implementations for them. So it is not possible to answer your question as posed. Tell us whether your SS and IP-PBX are proxies, or B2BUAs. And if B2BUAs, do they terminate media or not. Then it may be possible to give you an answer.
