This is not my interpretation. If a user has requested a privacy option for a 
PSTN phone then the the caller-id is hidden by default, but a special code can 
be used to force caller-id to be shown anyway.

In my view Privacy:none is the similar feature for SIP. So if a server for 
some reason defaults to some form of Privacy, this header can be used by a the 
client to override the default. 

In the case the default is no privacy, then yes it is almost the same.
