Really? I strongly don't think so.
TCP is used when devices are explicitely configured to use TCP (or
when they perform DNS NAPTR for the domain they must contact).

RFC 3261 section 18.1.1 says that "TCP is used when message size is
larger than MTU" and all that exotic stuff. But this is the real world
so far from exotic implementations :)
