it's more than possible.

It's mandatory in RFC 3621.
(but you wouldn't believe it if you just looked at the huge number of
applications that are UDP-only!)

Actually we have implemented SIP using UDP. But there is a customer
requirement, where they would like to implement SIP with TCP. So now we
are just inquiring whether this is possible...
