I don't think the control channel concept for SIP is proper to replace
SIP-T, because we need SIP to do SDP exchange and most of the ISUP
information is semantically related to SIP dialog setup messages.

[Chris Boulton] Sorry - this doesn't fly for me.  The Control channel
being developed in MediaCtrl has a strong requirement to explicitly
'relate' its primitives and commands to a SIP dialog (as it needs to
work for IVR commands to a SIP dialog).
