I don't mean to be flippant, but as far as I can tell INFO-dtmf has had a 
better track record of interoperability than KPML.  At least in the sense of 
(a) if you did it and the far-end did it, does it work, and (b) how many 
devices do it.  It's an unfair comparison, because it's been around longer, and 
at least one very popular vendor had it deployed widely early and documented it 
on their website and many others were simply forced to do what they did to 
interoperate.

Having said that, there is more than one flavor out there, and there is no 
negotiation.  Both of those issues can be fixed with an RFC.  They *are* fixed 
with KPML, but the cost is too high, and the solution too complicated for the 
problem, IMO.
