The 'keep' was removed because it's *completely* useless. The client
discovers outbound support via 'ob' in the Path. If it's using UDP
flows, it uses STUN; if it has TCP flows, it uses CRLF.

Apparently 'ob' doesn't work for you, because you want to use the
keepalive parts and not full outbound. But I object to holding up
progress on this draft just because you need to piggyback a parameter on
a standards track document for some other purpose. 

Please write a draft and let's move on.
