i know all this.  the only thing i was trying to say is that things
would be much simpler and more efficient if there would not need to be
any inter-proxy communication.

if we take the case where a UA supports two ob proxies and only register
with one (as the draft currently allows), then the probability is 50%
that the request to the UA comes to the wrong proxy.  there is thus no
load balancing or availability advantage that the two proxies could
provide if the ob draft would not be brain damaged.
