My understanding is that it refers to the edge proxies. IF so, that says
nothing about which registrar you are going to reach.

So, if you want to register to different registrars Outbound is not
going to provide that functionality. You may use separate R-URIs in your
REGISTER request, or your home network will take care it.

So, without thinking about the draft text for a moment: let's focus on
what you want. 

Do you want to be able to 1) register via multiple edge proxies (which
Outbound allows you to do), or to 2) register with multiple registrars
(which, in my opinion, is outside the scope of Outbound)?

If 1), the following question is: do you want to 3) mandate that one
registers via AT LEAST 2 edge proxies, or do you want to 4) mandate that
one registers via ALL edge proxies it is aware of?
