now that outbound text has been changed and it mandates UA to register
via two ob proxies if only two is given, it allows a very simple
implementation of redundancy, because the two proxies can operate
totally independent of each other.  

if UA has two different contacts and if outbound i-d does not mandate
the UA to register BOTH of them with BOTH ob proxies, then the above
(and only benefit) of outbound i-d goes away again, because we would
again be in the situation where redundancy is lost.
