yes and no :(
- Yes, TCP code is far better in Seagull compared to SIPp with respect 
to performances
- No, TCP code in Seagull doesn't handle congestion. This a choice 
(shortcut) we made for now. It doesn't mean that this could not be 
enhanced. If someone is willing to contribute...
