A quick guess would be that [last_Call-ID:] is not matching and giving you an empty line.
Using "Call-ID: [call_id]" instead would make no difference or check the capitalization and spacing of the Call-ID you are receiving. (If the sender is sending Call-ID : you will need to use [last_Call-ID]).
