I think 95% is too high a threshold. Also, it would be desirable to
configure and enable alarming by default and not the other way around.

Before I do, I want to be sure I have agreement on these issues:

1 - sipXconfig monitoring must have been set up by the admin before any
alarm will be raised 
2 - alarms are raised for Server CPU load, Percentage Disk Usage, and
Percentage Memory Usage (if configured as above). 
3 - threshold is set at 95%.  I can change this but it is not
straight-forward to make it adminable. 

Any comments?
