I think it actually is optional. By default, mrtg does not monitor anything and does not generate any graphs, and as I understand from Woof, that's the performance penalty. Right now mrtg isn't even started when it doesn't monitor anything, but this is easy to change.

No need to make rrdtool optional. Mrtg and snmp are installed by default, and snmp is always running (on ISO install I mean), but unless you explicitly enable mrtg context (from sipxconfig.properties), you won't have the Statistics menu in sipxconfig, so you won't be able to tell mrtg to monitor anything, so mrtg won't start. But the page is there if you access it manually and if you know how to do it. Also, making mrtg start without checking if there are any targets to monitor is an easy job, but I think we should wait for Paul McDaid to finish http://track.sipfoundry.org/browse/XCF-2810 which will make mrtg managed by the supervisor and it will be easier to start mrtg with the whole system. Mrtg can run with an empty configuration. You can even have more that two instances of mrtg running at the same time, but you need separate configurations for them.
