The problem wouldn't be that the endpoint doesn't like in-dialog OPTIONS.  
The problem would be that the endpoint doesn't distinguish between 
in- and out-of dialog.  
It needs to send 4xx for an in-dialog OPTIONS when the dialog doesn't exist.
