According to me this is the right behavior. If voicemail permission is 
disabled for 145, 145 would ring for 60 seconds and then send a 603 
decline (incase of Polycom). Default serial fork expiration time would 
be effective only if any sequential forking is involved. In this setup 
the calls are forwarded in parallel , also 145 does not have voicemail 
permissions.
