Sorry I missed it yesterday but opening an issues is probably premature.
You do need to give people more time to raise objections.

I added it since I assumed that there is a simple error in config file
generation...

I think it's more important for the emergency call to go through than it is
for it to raise alarm. But that just me.

I have been told many times that emergency calls should go directly to
gateways. If we are changing it now I want to see a clear statement that
this is a new policy at the minimum from Scott and Martin rather than just
silent approval of it.
