I worked on the specifications for a 911 notification system for a regional
bank last year, who happened to be using a CS1000 PBX.  Because of its
limitations, we were looking for a program to add to it that met their
emergency needs.  I think those requirements line up well with your
development work.  If you look at Schools, Corporate campus, you can see
some additional requirements as well.

Time of Day Routing - notification can change based on the time of day -
daytime local staff, night time possibly remote staff
Based on groups of extensions - extensions in one building may have a
different set of responders than those in another area of the building

Creating a log of messages that were sent is probably prudent for liability
reasons.

911 Call from ext xx - contained in Range A - time of day is Daytime - call
group of responders Daytime A
911 Call from ext yy - contained in Range B - time of day is Nighttime -
call group of responders Nighttime B

The list of responders should be both IM and email addresses with canned
messages


Additionally, in E911, you typically have a location identifier for each
extension.  I believe this should be part of the database.  When the call
comes in, it should indicate Ext number, user name, and location.  As an
example, a building could be codes in quadrants - North, South, East, and
West.  Floor 2, north end of building would be 2N.  When Emergency personnel
are dispatched, its critical to meet them at the door and know where to take
them for their response.  The emergency responders should have a canned
message that states something like "911 call reported Ext 2507 2N04"

This is simplified, but gives some ideas for consideration if you are going
to expand on this feature.

Exactly: It would have to be "in addition to" and not "instead of"
specifying the address.
Alarm notification address might be a different address from any of the
users' addresses used for voicemail notification.
