Actually, the main benefit I saw with the notification groups over the
original proposal is that it made the task of adding additional e-mails,
IMs and SMS easier as they are a property of the notification group.
With my initial proposal, we would need to add new tables to the
'Alarms' page to allow for the configuration of additional e-mails, IMs
and SMS.  You probably would need a set of 3 tables (additional e-mails,
additional IMs and additional SMS) for each family of notifications
(alarms, emergency number) - that's a lot of tables!  I cannot really
think of a way to cleanly provide a way to configure the additional
contacts using my original proposal but perhaps someone does...
