You could probably make something like that work. The problem is not so much can it work technically, but the chaos and confusion of dealing with the combined system where the effective meaning of a URI depends on where in the system the URI is sighted. The last time humans had to deal with that was when we started traveling outside of the 100-person villages we were born into, and we gave people surnames so that human names would be (largely) unique. Society *could* function with only highly-duplicated given names, but it's not the optimal solution to the problem. Given that the owner of a domain name can create subdomains at will, there is no reason to suffer with having two independent SIP systems use the same domain.
