It is true. Here is what yum says:
Installing:
 sipxecs-release                            i386
4.0.2-009184016420                 sipxecs-stable              3.6 k
     replacing  centos-release.i386 10:5-3.el5.centos.1


How did we end up with this?  Cannot remember any discussions around a
sipxecs-release RPM that removes repo files.
