So it seems that what sipXconfig wants to do is (1) if there is a line
appearance with phone-identification, send check-sync to the ~~in~ URI
for that line appearance, falling back to (2) if there is a line for a
user, send check-sync to that AOR, falling back to (3) send check-sync
to the (external) URI of some line appearance.
