This line should not be visible in the UI.

But yes, phones that do not have an actual line configured will
automatically have this special user line included in their generated
configuration.

Can that be done generally for all phones, while still hiding the
special line from the UI?  If so, then let's do that.

Otherwise, looks like it'll need to be done in each plugin.  BTW,
XX-6976 covers this work for Polycom.

It requires a registration.  Probably we're using "configured"
differently.  The sipXprovision special user will result in the
registration, but I don't think of it as a "configured" line.
