Well, for either form to work, the phone needs to have a registered
line.  Whether you consider it to be "configured" depends on the
specific sense of the word -- from the phone's point of view, it is
configured.

Once the phone registers a line to ~~id~sipXprovision, then both
sip:~~in~[serial numb...@[domain] and
sip:~~in~~~id~sipXprovision/[serial numb...@[domain] will work.
