That wasn't my original suggestion.  But Dave has since clarified my
understanding of how this feature works, which changes my opinion.

The important point is that "Notification Groups" are actually "Alarm
Groups".  Each Alarm Type (currently tucked away under Advanced) is
either in exactly one Alarm Group, or Disabled.  This is controlled with
the "Alarm Group Name" column.

A handful of small UI changes would make the actual functionality of
this feature much more apparent:
 1. Always show the "Alarm types" table.  (Take it out of Advanced.)
 2. Change the "Notification Groups" screen label to "Alarm Groups".
 3. Change the "Enable alarms notifications" property label to "Send
alarm notifications".
 4. Change the "SMS addresses" and "E-mail addresses" property labels to
"SMS Notification" and "Email Notification".
 5. Change the "Alarm Group Name" column label to "Alarm Group".

If there are no objections, this should become a sub-task of XX-6870.

Dave's suggestion fits well with these changes: Add an "SNMP
Notification" boolean setting to the Alarm Groups.  (And the existing
"Send alarm notifications" property still globally toggles the Alarms
feature On/Off.)
