I don't think the phones should automatically reboot upon Phonebook changes. But I do agree in general that all Phone-affecting config changes should be promptly written to the Phone profiles. You should only need to reboot a Phone in order for it to pick up its most up-to-date configuration. I also see your point about how to reboot all the affected phones. Users are associated with Phonebooks via a User Group. You view the members of a User Group.
