"Shared" means that the user is shared across several phones and the call (if answered) can be passed among them without using transfer (this is BLA (bridged line appearance) or SA (shared appearance) as we call it). If you think of "sales" as an example of a shared user, you don't want one of the sales people "rejecting" the call and preventing others from answering it, so instead the phone offers "silence" which allows it to continue ringing at the other sets.
