Understood and in one sense that seems right (the specific phone doesn't want to hear the ring but doesn't want to answer the call and someone else might). The other perspective is the user at the phone wants to take some affirmative action to dispose of the call (say a spammer calling). I guess you can still do that by just picking up and hanging up the phone, or pickup, blind transfer to '0', hangup. Hm, maybe hitting DND while its ringing will do something useful too.
If there was no AA involved and these were DID inbound having to answer and hangup would supervise the call and cause billing, but that hardly matters these days. I do like the notion that for friendly callers who you just don't have time for you can shut the phone up (and presumably make it available for another call) and it goes to voicemail as if you're away (answer timeout expires).
