Just looked at the SCS playbook, and they list the 1140e as a supported phone.  
Has that changed maybe?

 

I would like to confirm if from a development standpoint it is what it is – a 1 
line phone, or if there needs to be a JIRA raised to include the firmware to 
support more lines if it is in fact possible and the firmware is available

Not having any luck finding anything higher than 2.2.  Can someone confirm that 
they have actually seen more than one line supported and the version the

No.... We don't even support that phone in the commercial product...

That is expected for that version of F/W.   Its either 3.0 or 3.2 that supports 
multiline
