Per my understainding, the initial requirement was to be able to hide / show
only personal contacts. Since personal contacts are part of private phonebooks
and private phonebooks are not displayed for admin I don't think we should add
the setting in admin portal (only if we want to have the same logic for public
phonebooks as well)

As I see it, a new column have to be added in phonebook table.
